Firefox 13.Upper bar and system tray no longer on display. Have to scroll to bring upper bar down. Have to scroll to bring system tray up. Nothing happens when I click on Firefox icon in upper left corner.

Open the system menu of that Firefox window via Alt+Space and see if you can move and resize that window (use the keyboard cursor keys).
If that works then close Firefox (File > Exit/Quit) to save that setting.
