The about:config preference browser.ipProtection.enabled controls if the VPN button shows up or not. Most likely it's set to false. Toggling it to true should turn it on. Apparently it is on a progressive roll-out.

Mine still defaults to false so it doesn't show unless I toggle it.

Also the built-in VPN in desktop Firefox is currently only rolled out in US, UK, Germany, France and Canada. It is being rolled out in 22 additional locations for the Fx 152.0 release.
