Why does the large "Restore Previous Session" button look exaclty like the smaller toolbar "Forget Browsing History" button?

Lack of insight or lack of creativity by the team lead or developer of the "Forget" feature? Laziness to not create a new button so that they couldn't be inadvertently be confused with each other? ''Hell, just flipping the direction of the "arrow" to clockwise or a grossly different color or having it in a "box" rather than a "circle" may be enough to better distinguish the two.'' Not like the occasion would arise that a user would need to use the "Forget" button while viewing the Homepage; at least in my perspective.
