Firefox 36 asks the Windows Firefox to create some new access rules, and Windows asks you if you really want to do this.

I don't think these rules are needed for the current release but are designed to accommodate planned features in a future release, so you can just cancel it for now.

hello 55annie, if this started after you've updated to firefox 36, it is likely caused by the "Send Video To Device" feature that - if you don't use that you can safely block these requests. more information is available at How to stop Firefox from making automatic connections (under "media capabilities" in particular).

I do believe I got this message as well (I got a message from Windows Firewall saying it blocked several features of an app). Is this the same message you all are talking about. I use Firefox 36.0.3 on a Windows 8 computer. How do I remove the block?
