The scroll bar disappears if the browser window isn't maximised. It doesn't move inwards with the edge of the browser.
When the browser window isn't maximised, the scroll bar is lost off the side. It stays at the edge of the screen, regardless of where the edge of the browser is.

When this happens, is there a horizontal scroll bar at the bottom of the page? This could indicate a page that sets its size to the screen resolution rather than the window size... Does it happen on multiple sites?
In case you are stuck in a script-generated window, can you copy the URL, open a new window using Ctrl+N, paste the URL and see whether that new window behaves any differently?
You can check for problems with the localstore.rdf file.
It is possible that the screen is too wide or too high and that the scroll bars fall off.
- Use Restore or Maximize in the right-click context menu of the Taskbar icon to set focus to the Firefox application if you do not see the Firefox window.
- Open the system menu of that Firefox window via Alt+Space and see if you can move and resize that window (use the keyboard cursor keys).
If that works then close Firefox (File > Exit/Quit) to save that setting.

Usually you can toggle the display of the status bar using Ctrl+/ or one of these menus:
orange Firefox button > Options (click or hover the triangle) > Add-on Bar
classic View menu (Alt+v) > Toolbars > Add-on Bar
If you are in a pop-up window, this might not be allowed.
I've got the status bar back. When I deleted the localstore file, it removed the status bar items from the Staus-bar-4-ever addon.
