SafeSearch is enabled to strict; cannot reset to moderate or off

The Google SafeSearch filter has been activated and is set to strict. I wish to change the setting to moderate or off but when I follow the instructions no actual change is made even though it is indicated that the changes have been saved.

You will need to delete the cookie for google.com.

Maybe the lock is on for Google Safe Search.
