I know Windows OS since at least XP has itself some text to speech capabilities itself, see for instance: http://windows.microsoft.com/en-US/Windows7/Hear-text-read-aloud-with-Narrator

As for Firefox itself, I have not tried any, but there do appear to be add-ons see https://addons.mozilla.org/en-US/firefox/tag/text%20to%20speech
