Tabs toolbar not compact in windowed mode.

Hello,

I just want to report a minor visual inconsistency in the new Firefox. When "Tabs on top" is enabled:

If you "Maximize" the browser, tabs are shown on the same vertical as the orange Firefox menu. This conserves space and works well.

If you do not "Maximize" the browser, tabs are shown BELOW the orange Firefox button, wasting an entire row of usable space.

I think that the tab behavior in Maximized mode should be implemented in windowed mode. Here are two screenshots:
