I don't have a solution, but have seen this problem.

This could happen in Firefox 75 if:

  • you have not yet entered your Master Password in this session
  • you have a login saved for the site where you're viewing the PDF

However, I wasn't able to generate the same problem in a "clean" profile so some other setting (besides having a Master Password) could be coming into play.

Looks like, no solution at this time, untick "Autofill logins and passwords" have no effect.

No, didn't help.

According the other topic, Firefox is asking master password if the pdf is under a domain, where you have saved login credentials and you have not yet entered your Master Password in this session. As jscher2000 wrote.
