This is a Windows flaw. Windows only shows programs that it thinks are for the purpose of opening image files. Since Firefox can open images, it should be on the list, but it is not.

You can still set JPG files to open with Firefox by clicking the Browse... button on the Opens with... window. You can then use the explorer popup to point Windows to the Firefox executable file. This file is usually located in the following folder:

X:\Program Files\Mozilla Firefox OR X:\Program Files (x86)\Mozilla Firefox

X is the letter of your drive that Firefox is installed on. This is the default installation folder, but it may be different if you customized the installation destination during setup.

In your installation folder, you should find the firefox.exe file. This is what you will tell Windows to use when opening a JPG file.
