Hi fourtwojaw, the Old Firefox Data folder is created or updated when you use Firefox's Refresh feature. The semi-randomly-named folder inside contains your old settings, some of which were preserved in the Refresh (such as bookmarks) and some of which are only in that folder. If you haven't noticed anything important missing, you can delete the folder, but I suggest allowing a couple weeks since you might not notice the loss right away.
