You need to create those two preferences - they aren't default prefs in about:config currently.
Right-click and select New ... - then select Integer.

thanks for the reply, i remember doing this on an older version of Firefox. i am using Ver. 38.05 now and somehow i couldn't find these in the preference page:
ui.caretWidth ui.caretBlinkTime
perhaps mozilla renamed it or they removed the adjustability?
