For example if I want Rotten Tomatoes, I start to type it into search bar, I type Ro, and the website appears below. I click on it and it takes me to a search for "ro"

That is expected behavior if you use the search bar on the Navigation Toolbar.

Are you sure that you are using the location bar and not the search bar?

The location bar has the "Site Identity Button" (globe/padlock) and the search bar has the search engine logo.
