I think that was removed a few versions back

• The equivalent is “Empty Deleted” (or “Empty Trash”) which you’ll see if you right-click on the Trash folder in the folder pane.

• You can also run folder cleanup through File → Compact Folders, which permanently removes messages that were marked as deleted but still taking up space.

If you ever had that I think it must hav come from an add-on.

A very similar item exists for "Delete messages marked as junk in folder". However, I'm not sure such an choice ever existed natively for trash under Tools. (And if it did previously exist it would have only ben for accounts that have a server setting of "Just mark it deleted" for "When I delete a message". I just tried that account setting and I see nothing under tools)
