
I can't send or reply to an email in Outlook/Hotmail. I cleared my cache, cookies, browsing history, etc. and even uninstalled/reinstalled Firefox.
So what do I do next?

Since you do not know what it is you probably have not modified it. Description is here though fyi: http://kb.mozillazine.org/User.js_file#About_the_user.js_file This maybe a pain but is different from a reinstall or useful in the future : https://support.mozilla.org/en-US/kb/refresh-firefox-reset-add-ons-and-settings
Someone with more info on Outlook/Hotmail will have to give a hand here. Hang in.

Could it possible be your User JS file that you have set as No
