I see in your link there is version 4.9.15, should i install that?
No, there's no need. 4.9.15 was posted on April 25th. It may take as long as 2 weeks before it's reviewed and it becomes available as an update in the Add-ons Manager.

And, what settings will be changed when i download the new latest version of Firefox. e.g. clearing cookies.
The appearance of the user interface will change. Preferences won't change — that includes cookie settings. Once Firefox 29 is installed, you can take a tour to see what's new.
