If downloads hang at the last minute (just before reaching 100%), the cause might be antivirus software which tries to scan the file and during that process hangs the Firefox instance.

In order to fix the problem, try disabling the scanning as follows:

  1. In the Location bar, type about:config and press Enter. The about:config "This might void your warranty!" warning page may appear.
  2. Click I'll be careful, I promise!, to continue to the about:config page. A list of settings should appear
  3. Filter the list by typing in the search bar at the top. Type in scanWhenDone. You should now find the "browser.download.scanWhenDone" preference.
  4. Double-click on that preference to set the value to false.
  5. Next, try to download something and see if it still hangs.

Also the Reset Firefox feature can fix many issues by restoring Firefox to its factory default state while saving your essential information such as bookmarks and history. Note: This will cause you to lose any Extensions, Open websites, and some Preferences.

To Reset Firefox do the following:

  1. Go to Firefox > Help > Troubleshooting Information.
  2. Click the "Reset Firefox" button.
  3. Firefox will close and reset. After Firefox is done, it will show a window with the information that is imported. Click Finish.
  4. Firefox will open with all factory defaults applied.

Boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.

You posted here using IE 9.0, do you have even have Firefox installed? Or are you looking to download Firefox for the first time for that PC while using IE?

Download the "offline" full Firefox 22 setup package from here. Make sure you select the correct localization - English-US for the United States. http://www.mozilla.com/en-US/firefox/all.html

Most other Firefox download pages at Mozilla seem to be supplying the Stub Setup Installer - 274KB for online installation which might be new for Firefox 22.0 (never heard of it before Mon July 2nd).

The "offline" package is (like) 20,8 MB and is what Firefox has been using all along.
