How do I make Flash wait for me to click it before it runs

Someone else set it up once, but I can't find the setting that control this. When this is running, all the Flash content is grayed out and says, "Click here to activate the Adobe Flash plugin."

I like things (mostly ads) not auto-playing, but I need to know how to turn it on and off.
