Firefox does that when you open a new tab, but not when you open a new window. I think you will need an add-on for this.

In case it helps in the short run, Ctrl+L is the keyboard shortcut to select the contents of the location bar (or position the cursor there if it's blank).

Note that Firefox opens the home page in a new window, so you can set the home page to about:blank to get the cursor on the location bar.
