can't upgrade to firefox 16

So I checked in Firefox 15.0 and my Norton Security Suite Toolbar looks all ready for Firefox 16, but when I clicked on "Help", "About" and "Check for updates", it keeps saying that my Firefox is "up to date"! I want to upgrade to Firefox 16, but all I get is an installation link for Firefox 15.0.1! This stinks! How can I upgrade to Firefox 16? I'm on Windows XP SP3, BTW.

Right now Firefox 16 is fully throttled, which means there are no updates while we evaluate the feedback we have received. After we do this we will un-throttle updates and you'll be able to install Firefox 16 :)

any reason why it's throttled? is there a bug or problem

Basically the release is coming out on a Microsoft Patch yesterday(Tuesday), we check to ensure that we don't have conflicts with Windows Update.

@Tylerdowner: i was able to update my Firefox-15.01 web-browser to Firefox 16 yesterday (ie. October 10th) in the wee hours of the morning (Eastern Standard Time) on my Windows-7-carrying computer. but now when i'm trying to update my Firefox-15.01 web-browser to Firefox-16 on my Windows-XP-carrying laptop, i can't upgrade it; the "Help > About Firefox" window will just check for updates, then later say "Firefox 15.01. You have the latest version" (most likely because of that throttling situation you're talking about. since it's October 11th at 3:50AM EST).

should i be worried and erase Firefox-16 from my Windows-7-carrying computer and reinstall Firefox-15.01 (i still have the ".exe" installation-file), or should i just continue using Firefox-16? (even though all downloads of Firefox 16 are currently stopped (or should i say "throttled"?) until you guys [at Mozilla] check that "to make sure there's no bugs and/or conflicts with the "Windows-Update"-thing[-on-Tuesday thing"]).
