After I updated Java, I opened Firefox and it Firefox told me that a program wanted to install the update that is above. I just wanted to ask is it safe? And if it is, do I need it enabled for websites that run Java

You only need the Java Console extension (Tools > Add-ons > Extensions) if you want to check and debug Java applets.
So there is not need to install the Java Console extension as a normal user.
