First - let's make this clear: This is POSITIVELY NOT A "CARET BROWSING" problem. Hitting F7 enables it, and the problem persists, hitting F7 to disable CB, and it's still FUBAR.

As the title says, the PageUp / PageDown keys don't always work to scroll Up and Down within a page. When they aren't doing that function, they work to do Back/Forward browsing (alt-left/alt-right) respectively.

This seems to occur randomly, but very frequently. Within a single browsing session it can switch back and forth between the two. Obviously, I can't always pinpoint when it switches. Though (and it could be observer bias) I notice that sometimes certain pages seem to enable it (scrolling, that is), possibly Wikipedia and Google Image search.

I've tried "Safe Mode"(all plugins & extensions disabled), with no change in results.

Any suggestions are welcome - this is killing me - it makes my touchpad/mouse and keyboard method of two handed browsing difficult. I've also (more than a few times - including while writing this) lost many a content form (textarea) while attempting to srcoll on it, I instead browse "Back", losing all the contents.

Yep - Due to some interaction ASUS (or Elantek?) hotkey function.

From that thread in the bug report, "dmtf2010" posted the following solution:

So, the solution is: 1. Go to about:config 2. Find ui.elantech_gesture_hacks.enabled 3. Change its value from -1 to 0 4. Restart FF 5. If you run into a bug that option was designed to fix (non-working page swipe gestures), install the latest Elantech driver (http://www.techspot.com/drivers/driver/file/information/14513/) and reboot.
