Screen page scrolls when cursor moved. Auto scroll & add ons off.

Screen page is unstable. Moving cursor causes page to jump to new location. Add-Ons were updated- no change. Add-ons were disabled-no change. This is driving me crazy.

I should have written "plugins were updated and disabled".
