Not able to open Permissions Manager when typing about:permissions on address bar

Im trying to go to Firefox Browser Permission Manager to block a website my daughter using, I got block set-up on my internet explorer browser but Firefox Browser have different setting because it still works when my daughter goes to the website. Per help option link it states to type about:permissions on address bar and enter but it would not load and stating invalid address.

about:permissions is a new feature in Firefox 6.0, not present in what you currently have installed - Firefox 5.0.

You can find the permissions for the site that is currently on display here: Tools > Page Info > Permissions
