how to restore bookmarks bar

after an update on September 01, 2011 Bookmarks disappeared even though View->Toolbars->Bookmarks toolbar is checked. Also, it is impossible to add any new webpage to the bar. It just does not appear on the top. I wonder how to make the Bookmarks bar visible again.

how do u get the tool bar to come back on without having to reinstall everytime?
