How can I unblock a web site?

Just to be clear, when you go to the bank website, it loads a page of the bank website and that page says your account has a block on it?
If that is the case, call the bank's customer support.
If you failed to log in (wrong username/password) too many times, it may have been locked because of that. This is done to try to prevent people from guessing your password and logging in as you illegally.
If you did not have a few failed log-ins, you should certainly call the bank and find out what is going on.
