It has been incorporated into the far right end of the Address Bar. When you load a page, it is a "Stop" button, when it finished loading, it turns into a "Reload" button. If you want it to be somewhere else in the Toolbar, you can drag it out to wherever you want. If that doesn't work, try this: View > Toolbars > Customize and drag the Refresh/Stop icon into the window, then drag it back out to wherever you prefer.
