no hint on the fly when mouse over - even when there is a link

When I put a link via the html like: alt="this is the hint" then in IE the hint is displayed when the user hovers the mouse over the text or image I am displaying. But not so i Firefox. Same html but different behavior in the two browsers. It is of course my intention that the hint be seen. I have not figured out if it is a setting that needs to be changed?

The alt attribute is meant to show when the image is not available.
The title attribute is meant to show as a tooltip on hover.
IE also shows the alt attribute on hover if the title attribute is missing, but Firefox doesn't do that without an extension.
