Firefox gives message that it is downloading the latest applications, but it never finishes. Why?

When I bring up Firefox, it starts a message "Downloading the latest applications", but it never finishes and starts up again each time I open Firefox

This happened

Every time Firefox opened

This problem can be caused by the MSN® Toolbar (Tools > Add-ons > Plugins)
