Cannot disable cookies for more than 1 session

If I want to disable cookies I have to do it each time I start a new session of Firefox. Before this last update I did it once and forgot about it.It seem like the default setting is to accept all cookies and if you don't then you have to remember to change your setting each time you open Firefox
