There was a previous thread but i cannot see that any solution was offered. This is so inconvenient that if i cannot solve this i will be obliged to use another browser

go into url bar and enter about:config then >enter privacy.clearOnShutdown.downloads in search bar then >enter if set to false, set to true by double clicking that line or the arrows on right side.
