A filter can be set up by accessing the filter interface at Hamburger (top right)/Tools/Message Filters. See https://support.mozilla.org/en-US/kb/organize-your-messages-using-filters

Access the account you wish to forward in webmail, and enable forwarding of all messages to the gmail account. This will work even when TB is not running.
