This can happen if Firefox is set to run in permanent Private Browsing mode (Always use Private Browsing mode; Never Remember History).

  • Settings -> Privacy & Security
    Firefox will: "Use custom settings for history"
  • remove checkmark: [ ] "Always use Private Browsing mode"
