So what are you connecting to as 10.x.x.x tend to be used more for local connections. If to a device are you sure it is on and the IP is correct?
For example I can use a 10.0.0.x IP to connect to my old iPad mini to upload video files to it. However it only works if VLC is running on iPad at the time.

That site doesn't exist even chrome isn't loading it.
It may be a IP used for connecting to something locally like a router, tablet, phone, NAS etc in a web browser.
As per RFC 1918, private IP ranges are
10.0.0.0/8 (10.0.0.0–10.255.255.255)
172.16.0.0/12 (172.16.0.0–172.31.255.255)
192.168.0.0/16(192.168.0.0–192.168.255.255)
