I found this on Reddit about the same issue and it appears the site works with language in GB. https://www.reddit.com/r/firefox/comments/wbz5uu/can_anyone_access_stubhub_on_the_latest_version/ I downloaded Firefox in en-GB and it works. see screenshot I couldn't change the language in my current browser, saying something about not being connected to the internet... Someone more Dev savvy will have to chime in.

It looks that the Stubhub website has a problem with "en-US" in the accept header and with some language combinations gives the "You don't have permission to access..." error. What works is adding a second "en-XX" language or other not English language or if you have "en" as second then add a third language (don't have to be "en-XX" as something like "fr" works).
