I am using Windows 10 and in firefox security.enterprise_root.enabled flag is by default true and freezed but in windows 8.1 its false. is this the expected behaviour in windows 10?

Some security software uses this pref to import their root certificate in Firefox to be able to act as a man-in-the-middle and intercept the connection and prevent getting a SEC_ERROR_UNKNOWN_ISSUER error.

It is likely that on the other device you do not have this security software.

You can check the about:policies#active page to see whether policies are active (63+).
