Firefox 63 can save bigger cookie and site data than firefox 66, where is the setting?

I have a WebGL application that sits on my server. I have 2 clients, the first has Firefox 63 and the other is Firefox 66. After I load my application, they store cookies and site data in different sizes. Firefox 63 has cookies and site data that is bigger than Firefox 66. I don't know how to set this up, sorry I'm a beginner in this matter.
