Tools/Options/Attachments/Incoming, select the content type and click the Action drop-down menu and click 'Use other' to choose the correct app. Or, Delete Action to be prompted for the app next time you open an attachment.

I have a similar problem. I have Irfanview set in the Tools/Options/Attachments/Incoming box as the app for jfif, jpeg and jpg (see attached). Yet, every time I got to open one of these that is not inline in a message (those are displayed), Thunderbird asks me if I want to keep using Irfanview and when I check the box for 'always use this app', it opens but then the next time I try to open even the same attachment, it still asks.
