You appear to be running an old outdated 32-bit Firefox 47 version. You probably need a 64-bit Firefox version if you want to increase the disk cache beyond 1 GB.

Do you need to use the Java plugin that you use this old Firefox version? Why-do-Java-Silverlight-Adobe-Acrobat-and-other-plugins-no longer work.

The System Details list shows that you have multiple/outdated Flash plugin(s), current is 31.0.0.122 (31.0 r0).

The Firefox portable version doesn't use the disk cache (it is disabled), so you need to use the regular version if you want to use the disk cache.

You can create a new String pref named browser.cache.disk.parent_directory on the about:config page to set the location for the disk cache.. This directory needs to be an empty directory that doesn't store any files.

You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.
