Why the hell is the "drag space" option greyed out???

In the "customize Firefox" menu, there is a new "drag space" checkbox. But this feature is greyed out. What the hell? If the feature is currently not available, then the hell did they put it in there then??? This is something I would expect to see in the dev build, not the supposedly "stable" release.

As far as I can tell, "Drag space" adds more height to the area above the tabs in a resizable window when you are not displaying the Title bar. The checkbox is disabled when you are displaying the Title bar, and becomes re-enabled if you turn off the Title bar.

Does that match your experience?
