When sites want to use location I already have it turned off so why prompt me? It just causes me to click something. You know its off. The logic doesn't make sense. I know how to allow location if I want too.

In the version 59 you shouldn't have been prompted after selecting Block new requests asking to access your location. It has never happened to me since then.
