I don't believe Firefox has this feature, but there are a wide variety of websites that will do this for you. One option is this website: https://cloudconvert.com/ , but if you search for "jpeg converter" there are a lot of other options as well.

Photos usually already start out in JPEG format, with a .jpg file extension. Are you sure you need to convert it?
