trying to open my download folder from button in Top Sites in new tab

trying to edit top sites button in new tab. even though hovering shows this file///C:/Users/walter/Downloads, it is actually trying to go to http://file///C:/Users/walter/Downloads as seen in the address bar, above and when I try to re-edit the button in Top Sites, it shows as http://file///C:/Users/walter/Downloads, which of course, does NOT work. it always seems to add the HTTP:// and I am not sure if this is a limitation of how Top sites works. any ideas? You can only add internet websites (http(s)) to tiles on the about:newtab page and not local files and about files. You can consider to use a bookmark on the Bookmarks Toolbar to open local files.
