youtube html5 videos are choppy (stuttering) with frames not beeing played in the right order

Since quiet some time(~3/4 Year) videos playback on youtube (and twitch) is choppy/stuttering (it looks like the playbock is not in the right order, if A-B-C-D-E-F-G-... is the right order for the frames it looks like A-D-E-B-F-C-G-H-... and then normal again for few seconds, and then again). This happens more often, when my graphics card is used by something else (i.e. games or scientific calculation/rendering). If i am only watching a video, everything works fine most of the time, pausing and unpausing the video helps usually for the next ~20ish seconds, but the issue reappears. The issue is not present in chrome, i did reinstall firefox already (including deleting all firefox-folders in Appdata/local,Appdata/locallow, Appdata/roaming). I did not yet reinstall windows. The problem does not exist on my Netbook (although that cannot play HD videos, because it is pretty old).
