You seem to be referring to instructions for displaying remote content in email messages in Thunderbird, as given in the Remote Content in Messages article. Thunderbird has an old-style Options/Preferences dialog that contains a Privacy panel, and/so you need to look there instead of Firefox.

Is your question about Thunderbird and if so, can you find it there when following the additional instructions? Or do you have another issues in Firefox?
