Hey there, apologies if I made it seem like you needed to change them. Actually, the first screenshot where is says, "Location Bar" is where you can uncheck the suggestions that you are seeing in the url bar. You do not need to restart your computer to see the changes.

As for the cache being cleared when you exit/quit Firefox you want to change this setting to 'Never Remember History' - this will actually prompt you to restart Firefox, not your computer.
