Wont boot says file MSVCP140.dll is not on my computer how do I re-install this file

Thunderbird updater froze during an update and wouldnt resume download for 15 minutes, the progress bar was only about a quarter of the way along and stopped, when I tried to boot thunderbird it came up with the message Thunderbird cannot start, file MSVCP140.dll is missing on this computer, I have tried to re download several times as it suggests as a fix and each time the exe file will not run can anyone help me get it going again without loosing all my mail and contacts?. It is not a Mozilla firefox problem though the download of the update triggered it - it corrupted the MSVCP140.dll file which is a windows 7 O/S file, I restored the system to a save point 3 days before the download and even though the screen message after said the restore had not been complete, the corrupted file was restored and Thunderbird boots up OK. Nearly all the other sites online offering the file available for download are trying to make money off you by downloading their special downloading tool and not actually giving you access to the file you need so dont waste your time with them.
