What does "another program is currently using this file" mean when I connect to Mozilla and go to my homepage?

When I try to connect to Firefox I am getting a message that "another program is currently using this file." It does continue to my home page when I click the icon again. I don't know if this is a security issue, or just what is going on, or how to fix it. Other info that is displayed is C:\ProgramFiles(x86)\Mozilla Firefox.exe.

Make sure that your security software is locking files in the profile folder.

Boot the computer in Windows Safe mode with network support to see if that has effect in case security software is causing problems.

Did it say that Firefox was already running, or something else?

With many computer systems, when a file is being accessed, it is locked to whatever is doing the accessing until they are done.

Boot the computer in Windows Safe mode with network support to see if that has effect in case security software is causing problems.

Correction: Not blocking files.

No this is about locking a file on the file level to prevent other programs from accessing it to avoid possible issues when more than one application tries to run the same code or wants to modify a SQLite database like places.sqlite (Locking mode setting).
