Specifically I have: Your connection is not secure

support.microsoftsecurityessentials.com uses an invalid security certificate.
The certificate is only valid for the following names:
a248.e.akamai.net, *.akamaized.net, *.akamaihd-staging.net, *.akamaihd.net, *.akamaized-staging.net
Error code: SSL_ERROR_BAD_CERT_DOMAIN

This might help for the specific site but I don't think it answers the general question of where to report such "errors".
Note that the original link was provided by microsoft securities essentials when it detected a "Potential Threat" as a place to go to.

Some common reasons one can get this is date/time in wrong on OS, using a proxy, or using a antiviruhttps://support.mozilla.org/en-US/kb/troubleshoot-SEC_ERROR_UNKNOWN_ISSUERs client that is trying to be helpful by inserting its own certificate and instead can cause secure connection errors.
