Click an email link and a new tab opens insteadof a gmail compose page, why?

While visiting various websites, I come across email links that I want to use. Example: On the Univ. of New Hampshire's website there is an email link for the University President. I wanted to send him an email, using this link, but when I click on it, a new tab opens and nothing that I can use to send a gmail email. Same thing happens if I'm using Chrome. Why does this happen. Is there a fix for someone like me, who clearly is NOT a computer genius. Thank you for all help. John K.

When you get the new tab, what address is in the address bar? Is it a Google mail address or something else? If there's a Google mail address, if you reload the page (Ctrl+r), does that make any difference?

When you get the new tab, what address is in the address bar? Is it a Google mail address or something else? If there's a Google mail address, if you reload the page (Ctrl+r), does that make any difference?
